About Dr. Reginald Turner
Dr. Reginald “Reggie” Turner is a venture capitalist, technologist, and ecosystem builder with over 30 years of experience across defense innovation, deep tech, higher education, and entrepreneurship. He is the founder of QoCo (pronounced “CoCo”) Ventures and the visionary behind the HBCU Venture Capital Accelerator, a national initiative committed to training 7,000 Black venture capitalists and launching 3 million Black-owned businesses. A retired Air Force officer and former senior DoD leader, Reggie holds a PhD in Electrical Engineering and a master’s in entrepreneurship. His technical background spans microelectronics, sensors, space systems, and remote sensing. He’s known for turning cutting-edge research into real-world capability.
In the Department of Defense, Reggie led multimillion-dollar tech portfolios, advised on national dual-use strategy, and helped craft policies to speed innovation from lab to launch. He built bridges between government, academia, and industry, aligning science, capital, and mission. Today, Reggie invests in dual-use startups at the intersection of national security and commercial innovation, focusing on quantum tech, cybersecurity, and frontier systems.
He partners with institutions and communities to reimagine how capital, education, and ownership can create generational change. Reggie is a powerful speaker—equal parts strategist, preacher, and builder. He brings deep insight, authentic energy, and a bold vision for what’s possible.
